what role is required to create SLAs in ServiceNow? Can someone create SLA's other than admin role?

If you only have ITSM apps deployed then admin(only) role is require to create new sla definitions. However, if you activate any of the Service Management app's like HR, or field service and etc, then each app will have their own admin role that will have create rights to SLA.
