What roles outside of admin will grant "spoke generation"

Hi,

In our instance (which is a DemoHub instance) I have created a group of power users who are non-admin. These users are granted many roles including connection_admin, integrationHub and all the flow designer roles I am aware of. But for some reason only someone with admin can see "spoke generation", any advice on why?
I've included screenshots.

Hi @brianthomas24,

Only users with the admin role can create new spokes. Admins can: view the Spokes tab, create spokes, import OpenAPI specs, create connection aliases, publish/save actions, and view the activity log. 

Non-admin users (with roles like action_designer and fd_read_actions) can only view the Spokes tab and see actions within a spoke, but they won’t see the Spoke generation option. 

So spoke creation is admin-only, while other users can work with existing spokes depending on their roles.
