What's the best practice for setting up Identification and Reconciliation rules

Hello,

I'm working in an instance, where they set up their CI Class Manager to ID and reconciliation rules at the cmdb_ci level.  Is that okay? Should they have set these rules deeper into the hierarchy? for example cmdb_ci_computer
