When change request is in Scheduled state

When the change request is in Scheduled state, the worknotes should be populated with the loggedin user as "The current loggedin user is admin ".

What is use case of same? If logged in user is not Admin then?

 

Also change move to schedule is automatically,  then it updated by system not by any user.
