When Risk Statement is made Inactive, Respond Risks are not moving to Retired

When Risk Statement is made Inactive, corresponding Risks are moving to Retired except for Risks which are in Respond State. for such risks, system is retiring them and again making them to Draft but the Risk response tasks available are moving to Cancelled state
