Whenever I create Incident - Record not found error

Hi , I am using developer instance of Jakarta and I get an error as Record not Found whenever I create new incident.

Please find attached the screen shot.

When I submit or save it, it moves to another window which shows record not found.

Please help me with why this is happening.

Thanks Liyakhat and Veer. there was a business rule restricting that, I modified it.  Now I am able to do it.

Which business rule was it? I am getting the same error
