Where do I go to change a related record link in workspace?

In Service Operations Workspace there is a link "Incident Tasks" which is only visible if there is 1 or more tasks for the current incident. Where do I go to change this so it always appears like the other ones in this list that have 0 records?

It is by design, and by changing it, you will create the technical debt. You need to troubleshoot this in UI builder or need to check this BR

@e_wilber  You need to make changes on "List control" , its very easy.

Go to platform view and open any incident record, add related list "Incident Task" then right lick on related list header and go to list control , you will see check box "Omit if empty", just unchecked it. In workspace It will appear even there is not any incident task associated on this related list.
