Why end user can not see Attachment icon in incident record if state is closed?

After I set the active field of 'Hide Attachment Link when closed' to false, I can see attachment icon when state is closed in incident record when I login in with administrator but this icon is still hidden in some other user's UI like picture showing above. Can anyone explain this?

Did you checked the client script we have to display the attachment when incident state was closed .?

we can inactive the client script we have it in current versions

Yeah, that client script is to disable the attachment. When we deactivate the client script then the attachment icon is displayed only to admin. We want all the users to see the attachment icon even after the state is closed
