Why Hidden roles in Unified Navigation Menu getting applied for admins?

Hi Community,

I need to disable 'All' navigation menu from users with specific role. However, the configuration is getting applied for admins as well. 

please see the screenshot below:

This is working for users with iogc_admin roles. They are not able to see 'All' navigation menu.

But I have no clue why it's working for admins as well.

I am facing the same issue. Have you found any solutions, or do you have an alternative option ?
