Why is resource plan using default Labor Rate of \$50 (even though I have created a Labor Rate Card & assigned a different rate to the user)?

I created Labor Rate Cards & put all the IT resources into 1 of the Labor Rate Cards.   None of these Labor Rate Cards has a rate of $50.

When I go to create a test Resource Plan for my project & add 1 hour for a user that has a labor rate of $65, it shows a planned cost of $50.

It is obviously picking up the default labor rate of $50/hour.

I double check that the user is in 1 labor rate card (and only one).   If I look at the Labor Rate Card for $65, that user shows.

What am I missing?

Where do I find the table above? I'm trying to create a Labor Rate Card for resources but I don't know how to find it in the Navigator. I'm using Helsinki and have the PPS plug-in installed.

The same problem, all my attempts to figure out how to use Labor Rate Cards have null results. Kindly ask you to share information if any.
