Is it possible to restrict the visibility of a sys_ux_list to a specific user group rather than controlling access through roles in the sys_ux_applicability_list configuration?

if not role then you can use user criteria to control that and handle using Groups

1) enable the property

Enable the user criteria property 

Before

After

Then you will start seeing User Criteria Inclusion related list in Audience record

Then create your user criteria and add group in that "user_criteria"

Then link this new user criteria by creating new inclusion
