Problem creating a change manually DevOps Change Velocity

Hello ServiceNow community.
I'm implementing the Change Velocity module for a client, and when I run the change automation from the Azure DevOps platform, the workflow works correctly. However, the client requested that they want to create the change manually and, once the "DevOps" model process is complete, run the pipeline in Azure using the REST API.
The problem I'm having is based on the process that involves a change request with a "DevOps" or "DevOps Simplified" model. What I'm trying to achieve is to create a change request manually, selecting the model, category, and even setting the "Change Control" checkbox to true.
However, I'm not getting the defined DevOps workflow to work correctly. I'm getting the errors shown in the images.
Could someone guide me on what happens with DevOps workflows that don't run with a manual change?
