Can a Service Portal Announcement include a link to another Portal?

Can a Service Portal Announcement contain a link to another portal? We are migrating to Employee Center. We would like some of our old legacy portals to have an announcement redirecting to the new EC portal. But we would also like the new EC portal to temporarily have a link back to a legacy portal.

@GLewis5 I implemented the similar requirement when we were migrating from the old SP portal to new ESC portal We added the link of the new portal in the announcement and it just worked fine for us.
