What have you tried from your side? Any kind of blocker?
Since you want to change owner first try to identify by filtering records which need to be updated and then you can go with System Data Management module.

OR
You can write a fix script and try to run for few records and latter once you are confident go ahead and update more records.

Are there any solutions that don't require an admin level? I have several areas with large numbers of users. For example: I have 40 attestations for 200 entities, that's a lot of clicking (8000 control attestations) to individually manage without some batch change. the control attestation owner changes frequently (Got to love reorgs and personnel changes). I also have different frequencies from "none", "event driven", and "annual".
Do I create a series of attestations for each area, each frequency, each owner?
I still have the issue of ownership changes.
The problem is we have one admin who is focused on system functionality. The issues I'm looking at are considered "IRM assessment data management".
What do others do in cases like this?
Do I need an admin for IRM assessment data management?
Appreciate any support you can provide.
