Self Configured Teams Bot - Employee Center

So we have created a self configured bot in the Azure Portal and we have it connected in our ServiceNow DEV instance in the "Channels and Integrations" section. We are working on getting the Employee Center in Teams along with the chat.
We have also created the manifest file in "ServiceNow for Teams" section and uploaded to the Azure Portal. The application registration was created automatically along with the Provider Configuration.
When we try to install the app in Teams, I am getting "Invalid Bot":

I feel like I am missing something in this process. We uninstalled/deleted the Teams app we created for ServiceNow in the Azure Portal and reuploaded a manifest file just to see if that would fix it, but same error.
Any idea of what I am missing here?
Just an FYI, we were able to enable the Request Chat (the "Start Microsoft Teams" chat in the backend UI) very easily and only took about 10 minutes. Not sure why we are having so many issues with the Teams/Employee Center integration.
