License_role.list table is empty in my new PDI

How can i get the license_role.list table populated in my new PDI? In the previous PDI I was able to the Subscription Roles but it is empty in the new PDI.

On newer PDIs this table is indeed empty.
What do you need it for on a PDI?

My use case is to get all the Subscription roles and their category- OOB or Custom, so for this i was using the license_role.list table.
In Production instances will this table be populated? Thanks.

On PDI these information is not available, but this will be available on client instance and mainly in PROD.
