Absolutely! Just so you know, I am the queen of workarounds and prior to upgrading to San Diego, the Order Guides were not acting this way!
Attached are the steps I did based on the fact that this is an employee onboarding order guide, so there is an employee onboarding catalog item with it. I made that the main one and added in a catalog task to that one to not close this RITM until they verify all the linked RITMS are closed first.
As I stated, there may be a better solution, but I tried business rules, client scripts, etc., and this is the only one that worked. This may not resolve your situation and if it doesn't, post a question yourself on this site - they are very responsive!

Also, double check your flows for all the Catalog Items linked to the Order guide, By default we have an update record action at the end to close out the Request/RITMS, but since this is a group, remove all those steps (actions) and then leave just the one for the final RITM as I stated in my previous reply.

Actually I found the root cause.
There is BR on RITM "Close Parent if required". This trigger the request close when any RITM close. I am planning to fix this BR.
Any thoughts or suggestions ?
