Hello,
We have a requirement to close bulk cases. These cases need to be updated to Closed Complete status without the user getting a notification about the case closing. Is this possible without scripting?

Only way without scripting would be editing the conditions on your notification. With a small script you could accomplish this, take a look at this link if you wish to go this route
