Before deactivation did you changed scope to proper application in which record is present? 
Give a try to clear cache of instance by cache.do in application navigator. Sometimes it can be a cache issue.
Also give a try from another browser to rule out usual issue we face over browser - This might be irrelevant but sometimes it works.  
Also, is that rule OOB and non-editable was there any top banner saying read-only cannot edit apart from banner showcased in snip? If yes, try to deactivate make a copy of same and try to keep edited version for your requirement.
