Query Regarding Transfer of Universal Request to other departments

Hi,

I have a requirement that I want to have a "Transfer" button on Universal Request record and on click of it should show a modal popup which gives a list of departments to transfer the universal request to eg - Universal request to be transferred to Finance so then when I select finance it should transfer the ticket to Finance.

How to do it? Any ideas?
