Here is what I found regarding using view rules...

If the view rule only has a condition set with the condition builder (advanced checkbox is unchecked), user will be forced to that view and will NOT be able to switch views once the form opens.

However, if the view rule uses the advanced script to determine the condition (as opposed to using the condition builder), the user will be forced to the appropriate view but they will still be able to switch views once on the form. 

I'm still looking to see if there is a way to use advanced script for view rule AND not allow user to switch views.
