Thank you Russell.  If I put incident_metric.list in the filter navigator nothing is found.  If I go to reports Data > Table > Incident_Metric.  I don't see anything in that dropdown that has incident_metric.list.  I also tried setting up the conditions as:

Definition - is - Assignment Group

Value - is - XXXX

Reassignment - greater than - 0

Opened - on - This year
