Again, this is a very broad question where there might be use cases where PowerBI is the best option, use cases where tableau is the best option or use cases where Performance Analytics is the best option.

From my experience, I would always guide according to where data lives. If all your data lives in ServiceNow, I would always go with performance analytics. If data lives multiple places, PowerBI could be the best choice. 

One thing that I do know is, if you're looking visualizations PowerBI have a broader range than ServiceNow, but again, it depends on the requirements and use cases.
