You can just type Homepage in the navigation filter, under Self Service you should be able to see that option,click on it. It will take you to dashboard which is set for your homepage.

The link which u might be using to login/navigate might be of some workspace hence you land on the workspace.

There is a system property that disables homepage creation and editing: "com.glideapp.home.deprecate_homepages"
