Payment system made multiple duplicate transaction when I purchased my CSA voucher.

I purchased the CSA voucher last week. The system charged me 4 times for a single transaction. I created a case but the person that replied was not helpful saying that voucher are non-refundable. I don't want a refund for the voucher, I just want a refund for the excess amount that was charged. The case is still open and I have not heard from anyone. Is there a contact for the payment department? This is very frustrating.
