Flow Action Insertion issue in Vancouver

Hello,

Our instance was just upgraded from Utah to Vancouver.

The following issue was discovered in flow designer:

1. When we try to add actions to a flow, the actions aren't put in effect if the flow has RITM stages.

2. If we remove the RITM stages from the flow & try again, everything works properly.

So, whenever we want to update/add an action in the flow, we must first remove the RITM stages.

Previously, it was not seen in the Utah release.

I have yet to discover the root reason.

Anyone with a solution will be greatly welcomed.

Note :  Flow only has 20 actions.
