How can I prevent a Tier 1 HR case from being created when sending an email to HR General to create

I’m currently using the HR Service Delivery (HRSD) module, and a Tier 1 case is automatically created whenever I send an email to my HR General to create a group using email inbound. I would like to prevent the automatic creation of the Tier 1 HR case in this scenario. Does anyone know how to achieve this in ServiceNow?
