Compliance manager cannot see Issue tickets (IPTxxxxxx)

Hi,
Anyone know which role is required for a Compliance Manager person to be able to view all the Issue tickets assigned to his groups?
I have already tried granting him Compliance User and Compliance Manager roles, but he still is unable to see Issue tickets, he can only see those assigned to him. Those assigned to other people in his team are not visible to him.
I think there must be an alternative other than giving him the Compliance Admin role, as this one should be really restricted only to admins of the tool.
