adding note above PA widget

How can we update the note present above PA widget in PA dashboard. I'm unable to find how and where this note is added.

I don't think you can update that as it comes from platform level.

 are you an admin on the instance? look like a content block which can be updated based on the right role.

These notes are added from content_block_static table to add above the PA report widget.
