How to grant access to the Service Catalog?

We are having a basic issue, but cannot solve it. We have installed the HR Scoped App and HR Service Portal plugins. We created many record producers in category C in the HR catalog. They are all visible and working for admin users. Now we want to create some test users to test them out. Half of the producers should be available for end-users (sn_hr_sp.hrsp_employee), while the other half should be available for HR employees (sn_hr_sp.case_writer).
We noticed that by giving users and HR role, they could indeed access the portal, but they could not see the catalog. How do I allow them to view the catalog?

I do have a list to make a record producer to public, where end users can see.
Create a Catalog Item | ||||||
Do not use Variable Sets | ||||||
Ensure all Variables are in the variables tab | ||||||
Do not use Boolean TRUE / FALSE fields. They can not be public. | ||||||
If you need a TRUE / FALSE, mimic it with a choice or radio button. | ||||||
Open the Available For tab of the Catalog Item | ||||||
Click New to create a New user criteria | ||||||
Name = Public | ||||||
Roles = Public | ||||||
Save the User Criteria | ||||||
Open the variables Tab | ||||||
Add the following fields to the list view | ||||||
Write Roles | ||||||
Read Roles | ||||||
Create Roles | ||||||
For each variable, set each of these three fields to Public It may be helpful. | ||||||

Actually, when the user navigates to the producers by using the link, he can modify the variables just fine (checkbox, yes/no, variable set, etc). I did not even set any of the roles of the variables. He can even submit the ticket. The problem is that he cannot see the category to navigate to the producers...

Hi Peter,
This issue may be related to Problem Ticket (PRB854474 - Service Portal - cannot submit catalog items for unauthenticated users due to AngularProcessor authentication restrictions)
If this is the case unfortunately there is no workaround currently available for this limitation. Ordering catalog items requires a specific Angular transaction that is not currently supported for unauthenticated users. This behavior is hardcoded and cannot be customized.

That is not the case. Submitting is no issue. I assume, because our users are authenticated.
