How to restrict “Opened for” users based on assignment group type in HR Agent Workspace?

Hi Team,
We have 10 assignment groups with the type HRChina. When a member of one of these groups creates an HR case through create new case for another user from HR Agent Workspace, only users located in China should be available for selection. When a member of a Global assignment group creates an HR case, all users should be available for selection. Can any one suggest me the best way to do this.

I believe it will apply on native and workspace form if user tries to create from table.
