New Catalog item button is not available in Manage Human Resource catalog page

I want to create catalogs in Manage Human Resource Catalog. But not able to create because button is not there. I have installed plugins related to HRSD, not sure why I am facing this issue. If try create new category I am getting error. I need assist here.

Is this in PDI or client environment ? I had same issue in PDI it never got resolved even after refreshing the instance and reinstalling.

I am guessing something to do with roles.
