Remove 'New' button in related list in HR Agent workspace

Can you please help on how to remove this 'New' button from the 'Approvers' related list.

I was able to select my HR table in action exclusion once we are in HR Core Scope

Do this for the Action which is in ITSM Workspace

Usually we create action exclusion in the same scope as that of the table for which you want to exclude

This button is coming from All< Now Experience Framework< Declarative action< Related List Action 

Table name for reference - sys_declarative_action_assignment_list

Try to deactivate from here and check
