Email is not been sent out from a notification consistently

Email is not been sent out from a notification consistently, we need it to be send out to caller of the Incident once the Incident's Additional comment is added, but this will be sent to some users and for few users including to my profile it is not been sent, when i'm the caller of the incident. very weird behavior here!!

Please check whether any Flow or other OOTB notification has already been configured for this requirement. There may already be an OOTB notification available for the Additional Comments field, so it would be worth checking .
