I have this requirement where the notification should be sent manager if any member from X group opens an incident at any given time. Is is possible or we should not do it.

Thank you for the reply.
My manager wants to know if any member from his team open any incident, the he should get notified. There are 20 users in his team and he just wants to track how many members from his team has worked on any tickets- and wanted to get notification if someone is working on any inc.

There are two requirements in this request:

Manager wants to know who opened the incident
-
The goal is to track all incidents and understand who is creating them.

Adding a new notification has little /NO value here, because the manager just wants visibility of who is opening an incident. he can see in report or dashboard.

Manager wants to know who is working on a story
-
Create a simple report to see to whom the story has been assigned.
-
Additionally, you can create a metric to track which user is working on which ticket and for how much time.
