Can't access course and can't file a support ticket. Is NowLearning down?

I am having a very frustrating time trying to continue my on-demand course in NowLearning.  Every time I log in and try and access the course, it says "Access Denied AccessDenied" in black text on a blank white background that takes up the whole page.

 

I then try and go to Support to see if I can find any known issues or file a support ticket.  However, when I try and go to Support, I get an error page saying that I can't access support with the User ID I am signed in with.

 

I only have one User ID for NowLearning, so this is absurd!  Does anyone know of any issues happening with ServiceNow at this moment, or how I can file an Incident ticket despite being unable to access the Support page?
