Ability to Deploy Software without CSD?

So, I understand that CSD gives the ability to deploy software OOTB. I am running into an issue with the implementation of CSD because it requires application admin, which the organization will not give. I was recently informed that I could build a custom solution using PowerShell scripts in cohesion with a workflow or even Powershell scripts with the CSD workflow. Can anybody shed more light on this topic?

you can use the SCCM and other third party tool for Deploy software.

Some additional background I should provide is that another third-party software (SNOW) is being used now. Trying to do away with it though. do you have additional suggestions?@AJ-TechTrek
