Change column Made change cutoff

Can anyone guide where, how or the logic of populating value (true/false) of Made change cutoff in Change record? Still new to Service Now.

For the Change management module, I saw the column that flag true/false of Made change cutoff.  We decided to change our official cutoff date from Friday 3pm to Monday 11am, so I would like to adjust this value accordingly so the "Made change cutoff" reflect right flag for new date.
