Error deleting record in table sys_attachment

We are processing delete record in sys_attachment table from application not global.
We setting "can delete" to true and add ALC only delete records in sys_attachment with condition is table name = xx_ntt85_network_do_customize.

In addition, We have create Cross scope privilege.
But we can't still delete record in sys_attachment table. Below error image detail
