How to create a two line tier in Service Mapping Tag-Based

Good day Guys. I'm new to tag-based application services. I created a mapped services, but it's only a one-line tier. How can I create a two line tier like this example?
I also tried to create two tag categories in one service family. I know the expected result will be two service candidates, but in our case I got empty service candidates. Can you help me understand what is the relationship between tag categories that could make a service candidate?

I aslo readed the offical document。
I'm not sure my understand is correct ,
but in my opinion,tags used in tag based service mapping is used to find the Cis which met the Tag rules。
If mets the Ci will be include into the service。
And relationships between CIs will not be created by Tag based service mapping.
Therefore one-line tier or two-line tier depends on the the original relationships。
And you can also follow below link to add some rules to add more CIs which don't met the rule to the service。

And about service candidates and categories 。
Maybe “AND” is used for multiple categories ?
