I am unable to practice due to the above error... What should I do without requesting for new instance. All my data has stored in this current instance only.

ahoy @alphasangam,
there's nothing to do about it but wait.. it happens to all of us here and there, it's due to the operational difficulties the PDIs face.
If I remember correctly you can request an email notification once it's ready or you can occasionally check the status at the PDI from Developer Portal?
Go to https://developer.servicenow.com/dev.do#!/manage-instance and click the Refresh button.
Last thing you can do is to release the current PDI and request a new one but not only you will lose all the unsaved progress and data but there might be queues of people waiting for a PDI to be granted for them..

HI @alphasangam
Basically not much you can do as there is no support for PDIs. Your only option is either to release the instance and request a fresh installation or wait till it comes back normal.
If my answer has helped with your question, please mark my answer as the accepted solution and give a thumbs up.
Best regards
