Scheduled Job for Repeat high-volume upgrade for failed agents, ACC

As per the documentation, it requires manual steps to open the failed upgrades, deleting the histories and then letting the next upgrade take it's attempt, with the hope that it would succeed.

 

1. Does the community know how come, just deleting these entries make the next upgrade succeed?

2. Why can't these manual steps be made into a scheduled job itself? (preferably Out of the Box from Service).
