Good afternoon.!
A notification is not triggering whenever a user self-assigns a ticket to himself but will trigger when assigned to someone else.
What might be the issue?
For INC, it works, but for SCTASK, it does not work., although the same conditions are defined in both the notifications.
Please help.

"Technically, it will not trigger. The reason could be consistency in the 'Assigned To' field. If there's no change — for example, if the value remains the same — the system might check that both the caller and the 'Assigned To' fields are unchanged, and therefore, doesn't trigger the logic. There might be some internal logic I'm not fully aware of, but this could be one possible reason.

As suggested by Ankur & Atul Send to the event creator is needed so an email will be triggered if that user is assigning a ticket to himself.
Also, following up with your reply, you tried the same, but it's not working. Now, is this happening for a particular user or all users? If particular users then see in their user profile that they have disabled notifications.
I tried to check with OOTB notification over PDI, and it worked fine, but for one user it didn't, and the reason was the notification was disabled in the user profile.
