In my catalog items we use the Step Based request fulfilment flow. Is there a way to add Service Fulfillment Steps without using Catalog Builder? I know that this can be easily done in Catalog Builder but I'm trying to avoid using it because I hate having to deal with how it creates separate Update Sets whenever it is used.

You'll be able to find all the steps in the Service Fulfillment Steps [sc_service_fulfillment_step] table.
Regarding the related list, It's been deactivated in the List Control.
