Would like to add additional approvers in the SR and CR workflow in the ServiceNow but without any license cost implications, please suggest the best alternatives.

You can add additional approvers in SR and CR workflows without license cost by leveraging email-based approvals, where users can approve/reject directly via email without needing a ServiceNow license. Another option is to reuse existing licensed users (like ITIL users) or configure approval groups and delegation to limit the number of licensed approvers
