"Notifications work based on conditions. If a condition is met, it triggers an email to the intended recipient. But you must also ensure that the email property is enabled. Once that’s done, all emails will be sent out immediately. Please note — this is in the Production environment, so proceed with caution."

Could you please confirm if this is an prod or non prod instance.
Here is my take on your question based on limited inputs, if you have specific use case let me know we can work on that.
if the emails are triggering form non - prod instances check your email priorities to make user you have an email id in the property - in general it could be DL where all email should go.
if this is prod instance the emails are expected , if you want to stop them please use a fix script to ignore all the email in the email table and be cautious while writing the fix script make sure you are marking the only the notification which are not supposed to trigger to the users.

what kind of emails are the users receiving?
Did you check if someone enabled Email sending in DEV instance if your issue is for DEV instance?
