Catelog Item Request Approve flow cannot be triggerred

Hi All,
I' facing a problem, I created a catalog item and flow designer as below.

But the flow can not be triggered when request created from portal.
I know that there is a business rule named [Start FlowDesigner Flow] exists, and the request item stage need to be 'request_approved'.( we are not allowed to change this business rule)

The request item ticket status is waiting for approval. 
What else can I do to trigger the flow?

As per my understanding, the flow will be triggered based on where the request was submitted. Is there any specific reason why the flow cannot be triggered when the request is created from the portal?

Hello @ShuangChang 

 

Did you crosscheck OOTB workflow "Service Catalog Request" is active in your instance which autoapproves request and eventually that allows the flow to get trigger.

I have deleted this workflow "Service Catalog Request" to not autoapproves

@ShuangChang why? That is ootb workflow and it is required so your request is auto approved. Now this is your reason the flow is not triggered even after submitting request from portal.
