We would like to sent reminder to the assigned to person 15 minutes prior to each change request planned start time.
Eg.
Change request planned start date/time is 02-06-2018 08:00 PM
We would like to sent reminder to the assigned to person at 02-06-2018 07:45 PM regarding the change request deployment.
This is applicable for all the active change requests.
Did anyone implemented this? please advice.

A simple notification using relative time 15 mins before scheduled implementation time should work for you

How to trigger that notification? No insert or update will happen in the change request.

in the condition of the notification i think you can set the relative time
Otherwise you would need to create a business rule, which triggers an event and trigger the notification from the event.
