Does anyone know how to add Proposed changes to a Change Request?
The docs show to add them in a Proposed change section / fields,
but I do not see that section or fields anywhere on the form.

Hi,
There is UI Action named "Proposed Change" under the task_ci table. It is displayed under the Affected CIs related list as a List context menu. Click on it and a CI form popups where you can update the CI with the proposed changes.
Once you Save the changes in CI, you can Verify the Proposed change and Apply it from the Change Request using during the Implement state.

It sounds like the section may have been removed, or you upgraded your instance and that section did not exist before. If you desire to have this section in your form, you can always add it.
