I would like to turn all my current users in SNOW to read-only mode in the incident / change / problem / knowledge modules for a select period of time. What is the specific way of doing this without locking up the admin accounts.

Hey Chris,
Have you tried the snc_read_only role ?
I would create a new group, assign the snc_read_only role to the group, then assign all desire users to the group (this gives you the control to add or not add admin accounts). Remove when you're no longer in need of it. However, this role is not exclusive to the applications you have listed. Product documentation

Its not SNOW, its SN or ServiceNow.
Create ACL on Task table and in role just mentioned Admin role.

I ended up creating a group and putting the users in it then adding the snc_read_only to that group
